Why do social events emerge endlessly in certain countries? One of the root causes is the indulgence and imbalance of power structures between different classes. The social structure of these countries heavily relies on economic development as the basis for political legitimacy. When economic growth slows down or structural problems arise, the originally stable power dynamics also become shaken. To maintain the security of their rule, the upper political power often tends to "self-preserve," adopting a strategy of devolving some governance responsibilities or administrative powers to alleviate their own pressures. However, this devolution is not based on a sound system or effective supervision, often leading to a loss of control over grassroots power operations, resulting in a de facto "power overflow." These grassroots power entities, such as local governments, street offices, and community organizations, are actually extensions of the upper power. In governance practice, they need to serve the upper will while also addressing local complex social contradictions, gradually forming a kind of "mutual protection" mechanism: the upper power tacitly allows their flexible operations, while the lower power maintains the superficial stability of the overall order. This top-down power chain to some extent undermines the governance structure where responsibilities and powers are clearly defined.
